KATHUA, AUGUST 11: Advisor to the Governor, K Vijay Kumar today visited Kathua district to review the overall developmental scenario and progress of implementation of various schemes and programmes in key sectors under Centrally sponsored and State sector programme.
The Advisor was accompanied by Divisional Commissioner Jammu, Sanjeev Verma and IGP Dr SD Singh.
While taking sector wise review of implementation of all components of developmental projects, K Vijay Kumar directed the concerned departments to expedite the pace of work on the ongoing projects so that the targets are achieved well within stipulated time frame without compromising on quality.
The projects which are languishing for want of funds be taken up immediately with the Administrative Department to ensure their completion within the stipulated period, Advisor said and further added that all the ongoing works are to be monitored periodically by the DDC for ensuring the quality of the works. He also pointed out that the concerned departments shall have to achieve targets envisaged for the current financial year in a time bound manner.
The Advisor also reviewed the Health scenario in the district and sought area wise details of availability of Doctors, medical staff, critical care ambulances and other medical facilities to the people especially in remote areas. He directed the Medical Superintendent to submit internal assessment report of critical care ambulances and other health facilities. He further asked the concerned functionaries to ensure the proper segregation of the bio-medical waste.
The Advisor was informed that from the period of March 2018 to July 2018, a total of 508 surgeries were done, 400 normal deliveries and 215 caesareans took place and a total number of 78857 patients were treated in OPDs in the District Hospital.
He entrusted upon all the officers for optimal utilization of available resources for completion of all the ongoing projects and implementation of welfare schemes so that desired benefits may reach to the general public. “Be more responsive towards people of the district and address the people’s grievance properly”, he added.
While reviewing the status of PWD sector, the Advisor directed the concerned department to put in committed effort for completion of the work with in fixed timelines.
The Advisor asked the Social Forestry and the Forest Department to launch massive plantation drive on state as well as forest land. He asked the DC to develop more play fields and utilize the vacant lands.
He further asked the PHE department to take effective measures in the areas affected with water scarcity. PHE Mechanical wing of the district also put forth the issue of having no standby pumping machinery for replacement of worn out of which the Advisor assures that the matter will be looked upon.
The meeting was attended by District Development Commissioner Kathua, Rohit Khajuria, SSP Kathua, Shridhar Patil, Executive Engineer PHE( Civil/Mech), Executive Engineer EM&RE, Executive Engineer PWD(R&B) Kathua and Basholi Division, Executive Engineer PMGSY Kathua and Billawar Division, Chief Medical Officer, Chief Education Officer and other district officers.
Earlier, the DDC briefed the Advisor about the status of various developmental activities being undertaken by different executing agencies. He presented a detailed account of the implementation of various Centrally sponsored and State sector schemes besides highlighting the scale of socio-economic progress of the district.
The DDC apprised the chair that for the previous year against the set allocation of Rs. 108.32 Crore, the expenditure of Rs.101.23 Crore has been achieved by the end of March 2018. During the current financial year the allocation of Rs.164.59 Crore has been approved for implementation of different schemes in the district. A total of Rs. 25.14 Crore stands incurred ending July 2018.
Under PMAY against the target of constructing 2055 houses for the year 2018-19, 558 houses were constructed at the cost of Rs.16.76 Crore till July, 2018.
For generating employment to rural people under MGNREGA, against the authorization of Rs.12.13 Crore, expenditure of Rs 7.35 Crore stands incurred till date and 698 works stands completed against the target of 6560.
Under Swacch Bharat Mission (Gramin), 90% target has been achieved as on date against the set target of 55859 IHHLs.
The construction of 1210 Mtr Span Bridge over river Ravi at Kerian Gandyal is at completion stage and likely to be commissioned by the end of December, 2018. The project has been taken up under Inter State Connectivity with an estimated cost of Rs 158.84 Crore.
The newly constructed Kendriya Vidyala Building at Kathua has been made functional in the month of July, 2018. The building of Sub District Hospital at village Nagri-Parole has been completed and will be commissioned within this month.
Later, several delegations including All J&K Low paid Employees Federation, Ex-Servicemen- Widows- War Widows Association, Border United Front and People Forum Kathua met the Advisor and put forth various demands regarding issues important for the overall development of the district.
