J&K Opens Phase Two Undergraduate Admissions Against Vacant College Seats

Jammu and Kashmir has opened the second phase of undergraduate admissions for the 2026-27 academic session, giving eligible Class 12 pass-outs and candidates left without a seat after the first phase another opportunity to enter government degree colleges across the Union Territory.

The spot-round process will run from September 1 to 10 against seats that remain vacant after Phase I. It covers students who passed the Class 12 biannual, supplementary or private examinations in 2026, as well as several categories of candidates who registered earlier but could not complete admission.

Eligible Phase I applicants include those who did not receive a seat, those who were allotted a seat but did not complete admission formalities, and those whose applications were rejected during verification but who now meet the applicable eligibility conditions. Candidates whose admission to a government degree college was confirmed in Phase I cannot participate, including those who later cancelled a confirmed admission.

All applicants must register through the centralised admission portal. The process provides two routes, in-person counselling for programmes listed for that method and direct walk-in admission for other notified programmes. Vacant non-supernumerary category seats will be converted to open merit, while supernumerary categories will continue to be considered under the prescribed rules.

Candidates seeking programmes covered by in-person counselling must submit their preferences between September 1 and 4. Colleges will publish their counselling schedules from September 5, and candidates will report on campus between September 7 and 9 according to the notified timetable. Further counselling against seats still available may continue until 3 pm on September 10.

For programmes placed under walk-in admission, candidates may report directly to the concerned college between September 1 and 10 with their original documents. They do not have to fill programme preferences, but admission remains subject to eligibility, verification and seat availability. Fee payment and physical verification of original documents must be completed by 5 pm on September 10, when the second phase closes.

The centralised system covers colleges in both the Kashmir and Jammu divisions. Participating institutions are spread across all districts, with the portal displaying college-wise vacancies and programme information to help applicants make informed choices. The listed institutions include universities, autonomous colleges and government degree colleges operating under the common admission framework.

The second phase is intended to align admission opportunities with the later declaration of results for students appearing through biannual, supplementary and private streams. It also gives candidates who encountered an incomplete allotment or verification problem in Phase I a defined route back into the process without disturbing admissions already confirmed.

Applicants have been advised to check the programme list, eligibility conditions, college schedule and available seats before reporting. Admission will be completed only after the concerned college verifies the candidate’s records and the prescribed fee is paid. The date for commencement of classes will be announced separately by individual colleges.
