NITI Aayog has launched the Platform for Aggregating Clean Transport to bring freight demand, vehicle suppliers, financiers and charging operators together and accelerate commercial deployment of zero-emission trucks in India.
The platform, known as PACT, was introduced at the fifth e-FAST India Summit. It is designed to aggregate demand from shippers, logistics service providers and other users and convert that demand into deployment opportunities along identified freight corridors.
Fragmented demand is a major obstacle to electric trucking. Individual fleet operators may find it difficult to secure favourable vehicle prices, finance or charging infrastructure when orders are small and routes are uncertain. Aggregating demand can give manufacturers and investors a clearer view of the market and support larger, coordinated deployments.
PACT will connect shippers and logistics companies with original-equipment manufacturers, financiers, charge-point operators and technology providers. The approach is intended to improve demand visibility, guide charging-network planning and strengthen the business case for electric medium- and heavy-duty vehicles.
The summit also introduced a Zero Emission Truck Marketplace. The business-engagement platform allows manufacturers, logistics operators, charging companies, financiers and technology firms to present products, examine commercial opportunities and develop partnerships.
Electric freight deployment has increased, but it remains at an early stage compared with India’s large diesel-truck fleet. Deployments rose from 201 vehicles in 2024–25 to 826 in 2025–26, while more than 3,000 electric medium- and heavy-duty trucks are now operating across the country.
Scaling this segment involves challenges that differ from passenger electric vehicles. Heavy trucks require high-capacity charging, dependable route planning, suitable power connections and financing structures that account for intensive use, battery condition and vehicle resale value.
Freight vehicles typically cover long distances and remain in service for extended hours, making utilisation central to commercial viability. Corridor-based planning can concentrate charging infrastructure where it will be used regularly and reduce uncertainty for fleet owners.
The summit examined financing and risk-reduction mechanisms, charging infrastructure, battery governance and lessons from early projects. Battery health monitoring and new operating models for high-utilisation vehicles can improve transparency and help financiers assess residual value and repayment risk.
The e-FAST India initiative brings government and industry stakeholders together to support zero-emission freight, particularly in the medium- and heavy-duty vehicle categories. PACT moves that effort towards the practical task of matching demand with vehicles, capital and infrastructure.
Cleaner freight has implications for air quality, energy use and logistics competitiveness. Trucks account for a substantial share of road-freight activity, and replacing diesel consumption on suitable routes can reduce local pollution while supporting the transition towards lower-emission transport.
The effectiveness of the new platform will depend on the volume of demand it can aggregate and the number of projects that reach actual deployment. Transparent corridor selection, viable finance, dependable charging and measurable operating performance will determine whether electric-truck adoption moves beyond pilots to commercial scale.
