New Delhi: India and Sri Lanka have expanded their defence partnership through agreements covering air-defence gun upgrades, military education and cadet exchanges during Defence Minister Rajnath Singh’s visit to Colombo.

Singh called on Sri Lankan President Anura Kumara Dissanayake on Wednesday, with the discussions covering the wider bilateral relationship and the two countries’ shared interest in regional security, maritime stability and public welfare.

The two sides exchanged agreements for upgrading six L70 guns of the Sri Lanka Air Force, cooperation between their National Cadet Corps organisations and academic engagement between the National Defence Colleges of India and Sri Lanka.

The L70 upgrade will be carried out under an Indian government grant. The guns were earlier supplied by India, and their modernisation is intended to strengthen the protection of critical assets in Sri Lanka. The arrangement adds a practical capability-development component to the defence relationship.

Academic cooperation between the two National Defence Colleges is expected to facilitate knowledge sharing and professional exchanges. Such engagement allows senior military officers and officials to compare perspectives on strategy, national security, regional developments and the management of complex security challenges.

The National Cadet Corps agreement formalises a youth-exchange programme through which cadets can participate in activities and interact with counterparts. Cadet exchanges are designed to build familiarity at an early stage and add a people-to-people dimension to defence cooperation.

The two leaders also virtually inaugurated three Bailey bridges constructed by Indian defence personnel. Modular bridges can be deployed rapidly to restore connectivity where permanent infrastructure has been damaged or access is difficult, making them useful in disaster response and reconstruction.

During the meeting, the Sri Lankan President reiterated that his country would not permit its territory to be used for activities harmful to India’s security interests. The assurance reflects the importance New Delhi attaches to developments in its immediate maritime neighbourhood.

Singh underlined India’s role as a first responder and recalled assistance extended after Cyclone Ditwah under Operation Sagar Bandhu. Sri Lanka acknowledged the relief and rehabilitation support provided by India, including help for reconstruction in affected areas.

The visit comes as the two neighbours deepen cooperation beyond traditional military exchanges. Maritime domain awareness, training, hydrography, humanitarian assistance and disaster relief have become increasingly important components of security engagement in the Indian Ocean region.

India and Sri Lanka are separated by a narrow stretch of sea and share extensive economic, cultural and civilisational ties. Security developments affecting shipping lanes, coastal communities and critical infrastructure can therefore have direct consequences for both countries.

The latest agreements do not amount to a new alliance or permanent deployment. They represent targeted cooperation based on Sri Lanka’s stated requirements and the two governments’ broader commitment to stability and capacity building.

Implementation will now depend on technical schedules for the gun upgrades, agreed programmes between the defence colleges and future cadet exchanges. The three tracks, along with the completed bridges, give the visit measurable outcomes and provide a basis for further defence engagement.
