J&K Government Reshuffles Police Leadership Across Jammu and Kashmir Zones

The Jammu and Kashmir Government has reshuffled the senior leadership of the Union Territory Police, transferring and posting 14 officers with immediate effect. The order covers 11 Indian Police Service officers and three Jammu and Kashmir Police Service officers and changes command assignments across key territorial and specialised wings.

Sujit Kumar, a 2007-batch AGMUT cadre IPS officer who was serving as Inspector General of Police, Security, has been appointed Inspector General of Police for the Kashmir Zone. Tejinder Singh, a 2008-batch AGMUT cadre officer serving as Inspector General of Police, Criminal Investigation Department, has been posted as Inspector General of Police for the Jammu Zone.

M.K. Sinha, a 1996-batch AGMUT cadre officer, has been posted as Additional Director General of Police, CID, Jammu and Kashmir. The CID is responsible for intelligence-related functions and supports the broader security and law-enforcement structure of the Union Territory.

Vivek Gupta, a 2007-batch AGMUT cadre officer who was serving as Inspector General of Police, Railways, has been posted as Inspector General of Police, Security. The Security wing is responsible for specialised protective arrangements and coordination relating to protected persons and sensitive establishments.

Shakti Kumar Pathak, a 2009-batch AGMUT cadre IPS officer, has been designated Director of the Anti-Corruption Bureau. The appointment places him in charge of the organisation responsible for investigating corruption-related offences within its statutory jurisdiction.

The reshuffle affects the leadership of the two principal territorial police zones as well as intelligence, security, railways and anti-corruption assignments. Such postings are administrative decisions, but they carry operational importance because zonal inspectors general supervise policing across multiple districts and coordinate with district police chiefs, specialised units and other security agencies.

The Kashmir Zone remains central to counter-terrorism coordination, public order, crime control and protection of critical locations across the Valley. The Jammu Zone covers a geographically diverse region that includes the international border, parts of the Line of Control, major pilgrimage routes, urban centres and forested districts where security forces have maintained heightened vigilance against infiltration and terrorist movement.

The government order changes the officers responsible for these commands but does not announce any alteration to existing security policy or operational procedures. The incoming officers will assume responsibility for ongoing policing priorities, including intelligence coordination, counter-terrorism, crime investigation, narcotics enforcement, traffic management and public safety.

Continuity during a senior-level transition is particularly important in Jammu and Kashmir because police operations frequently require coordination with the Army, Central Armed Police Forces, intelligence organisations, civil administration and emergency services. The handover process is expected to include briefings on active cases, deployment patterns and district-specific security assessments.

The transfer order takes effect immediately, enabling the officers to assume their new responsibilities without a prolonged interim arrangement. The full reshuffle also includes changes involving other IPS and JKPS officers across the police establishment.

The appointments put new leadership in place at the start of a period when policing agencies will continue to balance security responsibilities with routine law enforcement and public-service delivery. The effectiveness of the changes will depend on operational continuity, inter-agency coordination and the ability of the new commanders to respond to the distinct requirements of the Jammu and Kashmir zones.
