Sri Lanka Navy Commander Vice Admiral Damian Fernando is on an official visit to India aimed at strengthening bilateral maritime cooperation, training links and professional engagement between the two navies. The visit, scheduled from August 26 to 29, is his first to India after assuming command of the Sri Lanka Navy.

Vice Admiral Fernando received a ceremonial Guard of Honour at South Block in New Delhi on Thursday and laid a wreath at the National War Memorial in tribute to fallen soldiers. He subsequently held discussions with Chief of the Naval Staff Admiral Krishna Swaminathan.

The talks covered joint operations, capacity building, training and measures related to maritime security. The two naval leaders reviewed areas in which the services can expand practical cooperation while maintaining regular communication on issues affecting the Indian Ocean region.

The visiting commander is also scheduled to meet senior defence officials and interact with representatives of India’s defence industry. These engagements are intended to explore opportunities for cooperation and give the Sri Lankan delegation an assessment of Indian capabilities relevant to naval operations and support.

Vice Admiral Fernando will travel to Kochi to visit Indian naval training establishments and the headquarters of the Southern Naval Command. The Kochi programme will focus on training linkages and professional exchanges, areas that have long provided continuity to defence relations between India and Sri Lanka.

Training cooperation helps partner navies develop common professional understanding without requiring identical platforms or operational structures. Courses, specialist instruction and exchanges allow personnel to share experience in navigation, engineering, logistics, maritime domain awareness and other naval functions.

India and Sri Lanka are close maritime neighbours whose sea lanes are connected to major commercial routes across the Indian Ocean. Their navies maintain engagement on maritime security, safety of navigation, search and rescue, humanitarian assistance, capacity building and the exchange of operational experience.

The visit comes at a time when Indian Ocean security requires coordination against a wide range of challenges, including trafficking, illegal activity at sea, accidents, natural disasters and threats to commercial shipping. Bilateral communication can improve the speed with which neighbouring services share information and coordinate responses within their respective responsibilities.

Defence-industrial interaction is another component of the programme. India has expanded domestic production of naval vessels, sensors, communications equipment and support systems, creating possibilities for training, maintenance and capacity-building partnerships with friendly countries. No new acquisition or commercial agreement was announced at the start of the visit.

The programme in New Delhi and Kochi combines strategic discussion with exposure to training institutions and industry. This structure allows the two sides to address immediate areas of cooperation while identifying practical projects that can be pursued after the delegation returns to Sri Lanka.

The Sri Lanka Navy remains an important maritime partner for India because of geography, shared sea spaces and the need for stable regional coordination. The outcome of the visit will depend on follow-up through naval headquarters, training establishments and established bilateral mechanisms. The current engagement nevertheless reinforces regular senior-level contact and the commitment of both navies to closer cooperation in the Indian Ocean.
