NEET Paper Leak Triggers Push for Nationwide Computer-Based Testing Network

The Centre is preparing a broader plan to build a nationwide computer-based testing system for major entrance examinations, with NEET-UG likely to be among the exams considered for the transition.

The move follows the controversy surrounding the alleged NEET paper leak and growing concerns over the security of high-stakes examinations. The government is now looking at ways to reduce the risks involved in transporting, storing and handling question papers while making the examination process more secure.

Under the proposed approach, a larger network of computer-equipped examination centres could be developed across the country. These centres would have to meet common standards for infrastructure, security and supervision so that students in different states and regions can appear for the examination under similar conditions.

NEET-UG has traditionally been conducted through pen and paper, with millions of students appearing for the test every year. Moving such a large examination online would require substantial preparation, particularly in areas where access to computers, electricity and reliable internet facilities remains limited.

Officials are therefore examining the infrastructure available in different parts of the country before taking a final call on the transition. The government is also looking at ways to ensure that students from rural and remote areas are not placed at a disadvantage because of the change in examination format.

The proposed computer-based testing network could eventually be used for several national-level examinations rather than being limited to NEET. The broader objective is to create a more standardised examination infrastructure that can support large-scale tests conducted by the National Testing Agency and other authorities.

Examination reforms are also being examined by a high-powered task force headed by Nandan Nilekani. The panel has been looking at ways to improve the country’s public examination system, including greater use of technology and stronger safeguards against malpractice.

At the same time, the National Testing Agency is working on strengthening security arrangements at examination centres. Measures being examined include tighter control over examination material, better candidate verification, increased surveillance and improved monitoring of centres.

The shift to computer-based testing is expected to be taken up only after the necessary infrastructure and safeguards are in place. The government is yet to finalise the complete roadmap, including the timeline and detailed arrangements for conducting NEET-UG online.
