Srinagar, October 7: The Jammu and Kashmir government on Wednesday ordered the transfer and posting of 49 IAS and JKAS officers, changing several senior departmental and district-level appointments with immediate effect.
The General Administration Department issued the directions through Government Order No. 1612-JK(GAD) of 2026, dated October 7. The changes cover key departments, municipal bodies and district administrations across Jammu and Kashmir.
Vikas Kundal has been appointed Divisional Commissioner, Jammu, replacing Ramesh Kumar. Kundal will also hold additional charge as Additional CEO of the Jammu Metropolitan Regional Development Authority. Ramesh Kumar has been posted as Secretary, Rural Development and Panchayati Raj, and will continue as Resident Commissioner of the J&K government in New Delhi.
Shaleen Kabra, Financial Commissioner in the Jal Shakti Department, has been assigned additional charge of Administrative Secretary, Revenue Department. Dr Ashish Chandra Verma has been posted as Financial Commissioner, Agriculture Production Department. Avny Lavasa will head the Tourism Department as Secretary while retaining charge of Tribal Affairs.
The reshuffle also brings new leadership to health institutions and urban bodies. Athar Aamir Ul Shafi Khan has been appointed Managing Director of the National Health Mission, while Rakesh Minhas will take over as CEO of the State Health Agency.
Basharat Qayoom has been posted as Commissioner, Srinagar Municipal Corporation, with additional charge of the Srinagar Smart City project. Ayushi Sudan has been appointed Commissioner, Jammu Municipal Corporation. Shrikant Balasaheb Suse will head the J&K Services Selection Board.
Several districts will also have new Deputy Commissioners. Minga Sherpa has been posted to Jammu, Devansh Yadav to Rajouri, Abhishek Sharma to Kupwara and Rupesh Kumar to Samba. Jatin Kishore will take charge in Budgam, Shreya Singhal in Ganderbal and Ananth Dwivedi in Udhampur.
Among the JKAS officers, Kuldeep Krishan Sidha has been appointed Deputy Commissioner, Pulwama, while Charandeep Singh has been posted as Deputy Commissioner, Shopian. Mamta Yadav has been appointed Director, Information, J&K.
The order was issued by the General Administration Department on the directions of the Lieutenant Governor.
