The Jammu and Kashmir administration has approved three urban-transformation projects with a cumulative base cost of ₹2,692.58 crore, covering the Tawi riverfront in Jammu, Srinagar’s historic core and Nigeen lakefront, and pilgrimage facilities in Katra.
The approvals were granted by the Union Territory Level High Powered Steering Committee, chaired by Chief Secretary Atal Dulloo. The projects have been proposed under the Union government’s Urban Challenge Fund and are intended to combine public investment with market-linked finance and private participation.
The largest proposal is TARANG, or Tawi Area Regeneration and Green Growth, estimated at ₹1,567.91 crore. It envisages regeneration of the riverfront and adjoining urban areas through public infrastructure as well as commercial development under the public-private partnership model.
Under the proposed financing plan, the Union government and the Jammu and Kashmir administration would contribute ₹307.05 crore each. Another ₹953.81 crore is proposed to be raised through market and PPP financing.
The commercial component includes a residential group-housing project, a hotel, a retail mall and road infrastructure on the left bank of the Tawi. A resort asset has also been proposed for the Central Island. The public works component includes river-protection and structural measures such as a diaphragm wall, embankment filling, retaining walls with anchor slabs and interceptor drainage.
The second project, estimated at ₹1,010.77 crore, covers revitalisation of Srinagar’s Walled City and the Nigeen lakefront. It aims to improve the historic urban core while creating new economic activity around the lakefront. About ₹300.77 crore is proposed for core public infrastructure and heritage-area renewal, while the private-investment component is expected to support hospitality and lakefront development, including a hospitality centre, the Pokribal lakefront and a boutique hotel.
The third project is KRIPA, or Katra Revitalisation Through Integrated Pilgrimage Amenities, in Reasi district. With the three project costs together fixed at ₹2,692.58 crore, the Katra component accounts for the remaining ₹113.90 crore. It is intended to improve civic and visitor facilities in a town that handles a large flow of pilgrims travelling to the Mata Vaishno Devi shrine.
The Urban Challenge Fund is designed to support bankable city projects by using government assistance to mobilise larger investment from municipal, institutional and private sources. The funding model places importance on projects that can generate durable economic activity and revenue while improving urban infrastructure.
Senior officers from the finance, tourism, culture, housing and urban development departments, the divisional administrations and the municipal corporations participated in the steering committee meeting. The committee emphasised timely execution, construction quality and financial sustainability.
The approvals move the three proposals into the next stage of planning and financing. Their impact will depend on detailed project preparation, environmental safeguards, funding closure and coordinated implementation across agencies in Jammu, Srinagar and Reasi.
